Westcor and John C. Lincoln Health Network are moving closer to receiving the green light to develop a north Phoenix property that would divided into shops, a medical campus, an emergency- and primary-care facility, and, eventually, a hospital.

Representatives with the mall developer and the health-care provider have met with residents and the North Gateway Village Planning Committee twice about plans for North Black Canyon Crossings. Westcor owns 80 acres on the northeastern corner of Sonoran Boulevard and Interstate 17, which is zoned for an auto mall.

Westcor needs rezoning approval to:

Sell 22.5 acres to John C. Lincoln, which would build the emergency- and primary-care facility and, later, a 120-bed hospital.

Develop a medical campus on 17.5 acres.

Develop shops and restaurants on the remaining 40 acres, or develop an auto mall on the land when the market allows.

Susan Fuchs, John C. Lincoln’s spokeswoman, said the health network is “partnering with Westcor in the rezoning case.”
